Personally Procured Move (PPM)
A Personally-Procured-Move (PPM) is an alternate means of moving personal property. You can move as much or as little as you would like. Your incentive payment will be 95% of what it would cost the government to haul that much weigh, minus 28% federal taxes right off the top. You will need to complete the following:
Complete DD Form 2278 (application for PPM move) at your Personal Property Office.
Obtain the necessary equipment, materials, and vehicles to safely transport the property.
Weigh the vehicles empty and loaded, using certified scales.
Obtain receipts for expenses.
Submit a settlement claim.
The worksheet provided on this web page can be hand carried to this office. You must include a copy of your orders and your vehicle registration if you use a POV.
If a member does or does not desire an advance monetary allowance he/she must do the paperwork at the origin TO/TMO before initiating a PPM Move. The TO/TMO will prepare will process necessary documents to process the settlement.
Rental trucks and trailers can be used by all services members for PPM moves. Each branch of service has regulations concerning what POV's may be used, therefore you need to contact Transportation Office to determine if your vehicle qualifies.
Actual moving cost which exceed the cost the Government would have paid are not reimbursable. If you over estimate the weight you haul and draw too much money as an advance you will be required to pay the Government excess cost. PPM move weight is part of your weight allowance, therefore ensure that your gaining Transportation Office subtracts the weight of all shipments before computing your PPM incentive to prevent excess costs.
You must obtain a certified weight ticket for both the empty and loaded vehicle. No one is to be in the vehicle when it is weighed. Each weight ticket should contain the following:
a. Name and location of the scale
c. Identification of weight entries are tare, gross, or net
d. Signature of weightmaster
The Government carries $40,000 worth of insurance on a PPM move. This insurance covers the HHGs only, not the vehicle itself. To claim damage on a PPM move you have to prove there is no negligence on your part. If you are involved in an accident get a copy of the police report to submit with your claim. If you use rental truck or trailer, check your auto insurance policy to ensure you are properly covered. Additional insurance, if required, must be purchased by you and is not reimbursable.
